About the Branch

The role of the Transformation Branch is to provide insights, solutions and advice to decision makers, policy makers and the market to improve scheme operations and position the agency as a modern, efficient and effective regulator.

Branch objectives:

  • Provide (a) advice, (b) support or (c) action on complex scheme implementation & design issues that are workable and enforceable.
  • Influence the direction of potential new schemes or policies that align with the objectives and functions of the agency.
  • Support the Chief Data Officer (CDO) and the agency to create a data-driven culture that identifies external trends to inform strategic decisions and support business transformation.
  • Increase confidence in the carbon and renewable energy markets by highlighting the role of our schemes and understanding the international context.
  • To model best practice collaboration in delivering our outcomes.
  • Create a renewed focus on synergising interdependencies, maturing governance, driving business transition and benefits realisation through the CER Change Program.

The following teams are part of the Branch:

Value Delivery (define)

  • The Value Delivery Section partners with IT and business teams to investigate opportunities, synergise interdependencies and define highest value business system features for prioritised delivery.

Program Management (deliver)

  • The Program Management Office will oversee, coordinate, monitor and drive the delivery of the change program including ensuring necessary decision papers are coordinated for the Change Program Committee.

Business Transition and Change (embed)

  • The Business Transition and Change Section partners with IT and business to drive engagement, adoption of change and benefits realisation.

Data Innovation and Tools

  • The Data Innovation & Tools section supports the agency to unlock the potential of our data to drive innovation and compliance for the agency.

About the Section

The Data Innovation and Tools section supports the agency to unlock the potential of our data to drive innovation and compliance for the agency.

Specific responsibilities include:

  • Support the Chief Data Officer and the agency in delivering the Data and Reporting Strategy to improve data governance.
  • Support business areas to improve data transparency under the agencys open data policy.
  • Promote and facilitate sharing of scheme data across Commonwealth agencies.
  • Provide a point of liaison between the Digital Services branch and business areas on the delivery of data services infrastructure under the Data Services Roadmap.
  • Build agency analytics capability, and utilise data analytics and geospatial analytics to:
  • Support the integrity of agency schemes by detecting, predicting and preventing non-compliance.
  • Provide insights and evidence to decision-makers and other stakeholders on the behaviour of our clients and the trends and outcomes in our schemes.
  • Identify and deliver business improvements and efficiencies.
  • Support innovative approaches to reduce regulatory burden, support self-service approaches, improve efficiency and encourage compliance with our schemes by: Working with business areas to identify, prioritise and implement innovative approaches to scheme and participant needs or problems. Provide targeted skills and resources to consult on, design, build and/or roll out strategic initiatives that result in improvements to internal processes, data collection, client compliance, and communication related to scheme operations.

Role Responsibilities and Duties

Under broad direction, a Senior Geospatial Systems Lead will be responsible for:

  • Administering an ESRI enterprise environment, including ArcGIS Enterprise and ArcGIS Pro.
  • Automating and problem-solving GIS workflows (e.g. via scripting, geoprocessing and application development) and maintaining associated data and documentation.
  • Collaborating with stakeholders from across the agency to implement new GIS workflows that improve efficiency of business processes.
  • Maintaining and ensuring adherence to the agency wide geospatial data governance policies and principles.
  • Preparing well-researched technical documentation.
  • Providing support to the Digital Services Branch on ESRI enterprise architecture.
  • Developing and maintaining strong working relationships with stakeholders based on professional and courteous conduct.
  • Display leadership responsibility through coaching and leading staff as a subject matter expert and supervise Geospatial Systems Administrator, including setting goals and workplans.
  • Leading engagement with Digital Services Branch on geospatial tools and technologies.
  • Coordinate and manage enterprise level geospatial practices across the agency.
  • Architecting geospatial solutions for the Agency.
  • Managing external relationships with other departments and vendors.
  • Manage the upskilling of non-geospatial data experts in geospatial practices to ensure continuity of business.

Qualifications/Experience

The ideal candidate will demonstrate:

  • Knowledge and experience in the use of geographic information systems (GIS), particularly in ArcGIS Pro, and ESRI Enterprise, including knowledge of the ESRI enterprise architecture.
  • Experience in administering ArcGIS Portal, Server, Image Server, Notebook Server, and web services.
  • Ability to automate GIS activities (e.g. via scripting, geoprocessing and application development) and have problem solving skills, resolution skills and program documentation.
  • Experience managing geospatial databases.
  • Ability and commitment to collaborate with staff on data analysis and other tasks and communicate results to both technical and non-technical audience.
  • Project management experience, preferably using an agile framework.
  • Proficiency in collaborating with stakeholders on geospatial infrastructure deployments.
  • Competence in upskilling technical staff in geospatial processes.
  • Expertise in managing geospatial initiatives involving multiple stakeholders.
  • Tertiary (or higher) qualifications in spatial sciences or a related field.

The following experience and qualities are highly desirable, not essential:

  • Working with large administrative geospatial datasets.
  • Ability to script geospatial workflows in Python or R.
  • Familiarity with Microsoft Azure, or similar, for data storage and processing.
  • Experience with or knowledge of geocoding workflows.
  • Experience with geospatial data cleansing, quality assurance, and data enrichment.
