ABOUT THE DIVISION
As announced as part of the October Budget, the Department of Finance is leading the development of a National Security Office Precinct (the Precinct) at York Park in Barton, ACT. The Precinct will provide a permanent solution to the critical accommodation and capability requirements of several national security and other Commonwealth agencies including the Office of National Intelligence and parts of the Department of Foreign Affairs and Trade. 
As an enabling project to the Precinct’s development, a multi-level car park will be constructed adjacent to the John Gorton Building in Parkes, ACT (referred to as the John Gorton Campus Car Park).

ABOUT THE OPPORTUNITY

  • There are currently two exciting Project and Contract Manager opportunities to work within an energetic, high pace team responsible for delivering this nationally significant project. You will work under the direction of the Director and provide expert, authoritative, and responsive support and advice to the Project Director and Contract Administrator.

Key responsibilities include: 

  • Leading and managing contractors, subcontractors, and stakeholders. Maintaining program, budget, and project requirements.
  • Managing change in accordance with the contract and commercial protection of the Project to ensure value-for-money outcomes.
  • Strong contract, commercial and financial risk management, and accurate forecasting of costs across various Work Packages under a Managing Contractor delivery mode.
  • Leading commercial planning and implementation in an environment of multi-faceted internal and external stakeholders needs.
  • Managing contractual agreements, negotiations, procurements, and relationships.
  • Assessing claims and ensuring compliance with commercial requirements in the contract and ensuring that the project deliverables are in accordance with the contract documentation.
  • Ensuring and managing value-for-money outcomes in accordance with the Public Governance & Accountability Act .
  • Directing and supporting project functions and capability uplift.
  • Responsibility for planning, budgeting, reporting and monitoring of the Cost Plan.
  • Ensuring project records and data are maintained and up to date.
  • Ensuring compliance with all relevant legislative provisions and timeframes, not limited to Security of Payments.
  • Managing commercial issues, minor and major contract disputes and claims, reporting and advising on issues to the Director.

Roles within the Branch will offer the opportunity to work closely with a range of national security and other Commonwealth agencies as well as senior technical and commercial advisors and specialists.
