Your new opportunity

As the People & Culture Manager, you will take the lead in shaping the strategic and cultural direction of North Burnett Regional Council. This is a pivotal leadership role that spans multiple critical areas, including Human Resources, Payroll, Work Health & Safety (WHS), Workforce Planning, Recruitment, and Learning & Development. You will not only guide policy development but also mentor managers and foster an inclusive workplace culture aligned with our corporate values.

About you

You are a strategic and inspiring leader with a passion for building high-performing teams and nurturing a positive, people-focused culture. With a track record of leading across multiple disciplines, you understand how to connect workforce planning, safety, payroll, recruitment, and professional development into one cohesive strategy.

Your leadership style focuses on collaboration, coaching, and empowering others to perform at their best. You are a natural problem-solver who thrives in complex environments and balances operational needs with forward-thinking solutions. You will bring fresh ideas to challenges, motivate teams through change, and foster cross-departmental cooperation to drive Councils long-term success.

As someone who leads by example, you understand that sustainable success comes from a culture built on trust, accountability, safety, and continuous improvement. You are comfortable working with senior leadership, managing diverse stakeholders, and aligning day-to-day operations with the broader organisational strategy.


Key responsibilities will include but are not limited to:

  • Lead and Inspire the People & Culture Team: Provide strategic leadership across all HR functions, including policy development, employee relations, and performance management, fostering a positive and collaborative workplace.
  • Oversee Payroll and Remuneration Governance: Ensure timely and accurate payroll administration, with strict adherence to industrial instruments and legislative requirements.
  • Develop and Implement Workforce Planning and Recruitment Strategies: Build a robust workforce pipeline through strategic planning, forecasting, and partnering with managers to attract and retain talent.
  • Coach, Mentor, and Empower Managers: Provide guidance on people management and performance, driving continuous improvement and building leadership capability across the Council.
  • Champion Organisational Change: Lead change initiatives to embed consistent work practices and align behaviours with the Councils values and strategic direction.
  • Ensure Safety and Legislative Compliance: Drive the development of WHS programs to foster a Zero Harm culture and ensure compliance with all relevant safety legislation.
  • Foster a Culture of Innovation and Continuous Improvement: Promote creative problem-solving and excellence, empowering teams to achieve high performance and adapt to change.
  • Collaborate with Senior Leadership: Work closely with the Executive Leadership Team to integrate strategic and operational plans, driving alignment across all Council functions.
