The Spark Consortium has been selected to deliver the Central Package of the North East Link Project – Victoria’s biggest road project.
The Spark Consortiums Design and Construction Contractor – which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania – will deliver the twin three-lane tunnels and key interchanges for the project.

The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbournes freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.


Role Description:

As a Business Analyst at Spark, you will play a pivotal role in understanding business needs, identifying opportunities for improvements, documenting processes, and collaborating with stakeholders to define and implement effective solutions. You will work in cross-functional teams to drive continuous improvement across the business.

You will work on business transformation projects spanning different teams and disciplines. You will be flexible, comfortable with change, and passionate about challenging teams to improve their ways of working and processes for better outcomes.

Key responsibilities:

  1. Requirements gathering:
  1. Collaborate with stakeholders to elicit and document technical, business and user requirements, leveraging methods such as interviews, surveys, and workshops. Develop workflows, user journeys, and as-is to-be documentation.
  1. Data analysis:
  1. Conduct in-depth analysis of existing processes, identifying bottlenecks, inefficiencies, and areas for improvement. Utilise data-driven insights to propose strategic and tactical recommendations for process enhancements.
  1. System design and governance:
  1. Collaborate with technical team members to define and publish system and data requirements. Establish and communicate governance standards and procedures, such as data standards, RACI for involved stakeholders, and management processes. Demonstrate experience in the definition of current state and target state for processes.
  1. Process mapping:
  1. Develop clear and concise process maps to visualise and communicate business workflows. Ensure alignment of processes with organizational goals and project requirements. Showcase proficiency in wireframing (optional but advantageous).
  1. Continuous improvement:
  1. Collaborate with cross-functional teams to identify and implement process improvements. Monitor and evaluate the effectiveness of implemented changes.
  1. Documentation:
  1. Create and maintain functional and non-functional requirements, documentation of current and optimised processes. Ensure documentation is accessible and easily understood by both technical and non-technical stakeholders.
  1. Stakeholder collaboration:
  1. Engage with stakeholders to gather input and feedback on processes. Communicate findings and recommendations effectively.

Qualifications:

  • Minimum of 5-10 years experience as a Business Analyst or a similar role.
  • Bachelors degree in Business Administration, Information Technology, or related field.
  • Proven experience in core business analysis skills and techniques
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • Experience working in tech.
  • Familiarity with continuous improvement methodologies (e.g., Lean Six Sigma).
  • Project management experience is a plus.
  • Experience with tools such as Jira, Confluence, Teams, etc. and data visualization tools (e.g., Power BI) is a plus.
